Pilots read it in METARs as the G number: 22015G25KT is wind from 220 at 15 knots, gusting 25. I see learners sometimes read the G part like a second steady wind speed, but it is the peak.

weather people use gust pretty technically. A forecast saying 20 mph, gusts 35 does not mean the wind is 35 all the time, it means the peaks may hit that. In US obs it is tied to at least a 10 knot swing between lull and peak.
